Seized Suspension Forks

I used my MTB for the first time in a year and found the suspension was seized up and had no movement. From memory, the last time I rode it it was wet.

Is it possible to fix them? I checked the lockout switch! They are cheap forks I think, RST GILA.

Probably corroded to hell inside - open them and have a look, but probably new forks time. They are basically rubbish even when 'working'.
