Raleigh All Steel..... Help!?

Hi,
I'm really struggling to determine the exact model of my Raleigh All Steel! I found it rotting away at a house I was working on. After leaving a note, I was kindly allowed to take away to restore. The frame serial number tells me it's a 1960 bike and the Sturmey Archer hub also states 1960. The frame was originally black with red stripes. It features Rod brakes, battery tube, frame pump, locking fork, chain guard, rear carrier and dynohub lighting system. This led me to believe it was a Superbe, however I noticed that they seem to have been fitted with 28"wheels whereas mine is fitted with 26" wheels. I'm starting to think it's in fact a Sport with optional extras fitted when new? Also it was fitted with a Winston saddle which I can find no information on. Any help with this would be much appreciated. Thank you in advance
