Pedals with greatest foot angle adjustment

Float isn't that important to me, but to ride comfortably I need my right foot to toe out about 15 - 20%

I've ridden for years with Look red cleats on the road, but modify the cleats with a Dremmel and metal washers to give me the angle and ankle clearance.

I can get knee savers to extend a pedal axle, and I'd like an MTB / walkable shoe system. So what pedals / cleats will allow me to adjust the toe-out angle the most? The 2 bolt SPD type systems don't look like they'd adjust much for toe out, is that correct?

I know Speedplay are known for lots of free float, but I think Frogs have a 7 degree toe out limit, plus maybe a little adjustment in the cleat?

Any experience / advice very welcome.

    You can adjust quite a lot on the stock 2 bolt SPD pedals, I don't have one here but I think 15 degrees looks viable.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
