He is a second tier sprinter. He wins against other second tier sprinters like Kristoff or weaker opposition. Regardless of support, doesn't really look to have it against Cavendish, Kittel etc.

He has a 43% win rate in head to heads with Kittel. Only Cavendish can beat that.
Problem with such statistics is, that Kittel isn't very consistent when the parcours isn't totally flat. He does tend to fade whenever there are lumps prior to the sprint finish. One would need to check each of those races individually. Greipel also has won the national championships a couple of times over Kittel, despite Kittel utterly dominating him in the Tour.
So, while Viviani may certainly have good numbers against Kittel, I would personally never sign him over riders like Gaviria, Cavendish, Kittel or even Sagan (who isn't a pure sprinter). To me he is only one of the best of the rest.
