brake mounts on Bowman Layhams frame set

On my Layhams fork the brake mount is low enough to install the usual short reach road brake (Sram Rival in my case) with room for a 23mm tyre and fenders.
On my Layhams frame itself I cant install short road rear brakes because the mount is too high.
Is there a reason for this difference that has escaped me?
Wrong setting on the welding rack or some mistake in the fork production?

Is there a middle thing between short reach brakes and 57mm brakes so I can install matching brakes?
I don't want 57mm brakes at the front because it looks really weird with the brakes pad high up.

    Both brakes are claimed to have 47-57mm reach though I have found 47-59mm for the R539s, too.

    Have you tried contacting Layhams? Seems like an odd build setup. Not that big of a deal but if you're spending that much you may as well have something you're happy with. They may have a solution that would work for you.
