28mm on a 622 - 20mm rim

Asking this question here as you guys will have the know how.
Looking at a commuter and found out from the maker that it has a 20mm internal rim width.
And I have the 28mm GP4000s from I bought for my giant that came up too big and had to be removed before I even rode it.
So 28mm tyres, on a 20mm rim with a fat bloke on it, Sheldons chart does not have 20mm listed on it but suggests possibly no.

28mm on a 20mm rim is quite normal.0
