I'm trying to choose some 700x28 tyres to cover both commuting and light off-road (gravel tracks/tow paths). My short list is starting to get a bit long listy:

Schwalbe Delta Cruiser/Marathon/Century
Continental Tour Ride
Panaracer Tour Guard
Hutchinson Acrobat
Victoria Randonneur

Cheaper the better of course, but are there other options or any of the list above that should be rejected immediately?

Following ugo's recommendation i bought Vittoria Cross XN tyres for Paris-Roubaix, they were very good. Nice roll on the road and knobby sides for grass/mud

Where did you get them? I'm struggling to find any 28mm versions online.

I got mine from Ribble. I do not think this comes in other sizes than 31mm which is very good for combining asphalt, pave and offroad.

Ah. I'm not sure that'll fit. Thought I had enough for 35mm (80s Peugeot racer) but didn't - so wary of throwing £ away.

In my opinion, knobs on a narrowish tyre would be a bit pointless. The purpose of knobs is extra traction in mud /soft terrain where 28mm might be just sinking too much. I hope others can recommend a good 28mm tyre for you

These? Not the Tubeless version but a hell of a lot cheaper if you're planning on running inner tubes.

Only ones on that list I've used is the Marathon's they roll quite well, and do better off road than you might think. Though clearly are no match for a CX tyre say.

I've been using Conti Contact IIs for winter commuting and light summer off-roading. Not very nobbly but much more capable on loose gravel than the Grand Prixs I'm now running.
