End Cap tightness vs no freewheel

I seem unable to figure this one out?

I've got a pair of older Reynolds Assaults (~2013) with an 11spd freehub. I only noticed when I went to switch them onto my bike that there is some play in the freehub. I figured this was down to the end caps being loose, so hand tightened them. However, when even hand tightened it severely reduces the amount of freewheel the wheel has. I've compared it to another wheel I have and can't seem to get the same degree of freewheel without having play in the hub body.

Am I missing/doing something stupid, or is there an actual problem? For what its worth the hub was switched in an Evans a few months ago and the wheels have only been used a few times since. I'm unsure when this started though because I only noticed when installing the cassette.
