Bar rise v's width

Am I correct in my thinking below?
A 760mm wide bar with a 38mm rise will be similar in feel to a 740mm wide bar with a 25mm rise?
The rise will shorten the bike slightly, but the extra width will stretch it out again?
Or am I just overthinking things again?!

Principle is right, whether it will feel the same is then a big leap, it would depend on your shoulder width for example.
