Most bars, even the aero ones (assuming that's what you mean by wing), are round at the stem connection for enough width to fit clip-ons. Alternatively, check with the manufacturer of the bars to see what they offer.

As above, if there's space on the clamping area (assuming you don't have an integrated stem), use that; otherwise no.

Unless your bars are designed for them no.

Wing bars are more style over function really.
