Pike DPA Travel Issues

Hoping someone can help me with an infuriating problem with my newly rebuilt Dual Position Air Pikes!
When I set the travel lever to the min setting, and apply pressure the forks drop down with the sound of air being expelled - all good. however it gradually returns to full extension! it's not a fast process, but if for example i reduce the travel and set the forks to lockout before i stick the bike on the roof to drive home, when i take it off the roof again after about 35 minutes, the forks have extended to full travel again. when i press down on them it quickly sinks again.
Has anyone else seen this or have an suggestions as to what is the problem? I'm currently running 2 tokens in them and tried multiple air pressures. I've seen problems where people find the travel sinks but never the other way round!

I did with a full service kit including the charger damper, had a nightmare getting the updated tube as it had the old damper unit!0
