A BMC aero post with a tightening device that does away with a seat post collar, circa 2009. Should the half turn indicated release the post and allow it to be removed from the frame? What is the small hex bolt on the left hand side for?

Yes; half turn releases the post. Thing is they stick, BMC's recommendation is to take it out every month which might sound overboard but IME is worth doing. If it won't move you're in stuck seat post territory, which might be hard work with this as the post is carbon, the locking quill at the bottom is aluminium and the seat tube [on my SLX01] is alloy there. It's going to be a tough job.

The small bolt on the other side holds the cam / release mechanism together. From memory I think you can undo it and separate the mechanism from the post.
