Chainring conversion

I have a Berg TrailRock 10 with Shimano drivetrain but i only ever use the second chainring at the front. Can I safely remove the first and third chainrings and remove the gear shifter if I set the front derailleur to stay in the second gear position with the screws that are on it?

Sorry if this makes no sense. I know what i want to do but new to biking so might not be explaining it properly.
