Quick release on dual pivot brakes

I don't know how it got like it but the quick release on my front brake is 90 degrees out. If I put it down into the 'locked position the cable isn't angled into the wheel and when I apply the brake it pings out. I want to take it apart to fix but can't work out how. I've undone the star bolt but it doesn't want to come apart. Any ideas?

    Ive had similar issues and a spray with gt85/wd40 and then (once the solvent in that dried/evaporated off) a drop of oil on the points where the qr mechanism pivots on the caliper and where the qr lever pivots on the qr itself sorted it
