Which wheels?

Hi all, this is my very first post here!
I am new to road cycling and would like some advice on which wheels to buy. I am looking for aluminum clinchers, around €250, that have a semi-deep profile while maintaining a relatively low weight.
My bike is a Cannondale CAAD 8 Sora 7 2016 and I live in Athens, which is full of crappy roads! The city doesn't have infinite hills but it's not completely flat either.
I use 25mm tyres and was wondering what rim width would be ideal.
So far I have been looking at:
1) Team Vision 35
2) Campagnolo Scirocco 35
3) Fulcrum Racing Quattro
4) Miche Altur
5) H+ Son SL42 rims (not sure though if I want to go with the building option, which could be more expensive.. also, what would the overal wheel weight be?)
Ideally, I would prefer it if the wheel could keep its black anodized colour on the braking surface but apparently that is not possible with aluminum.
Let me know what you think or if you could suggest other wheels as well!
Thank you in advance!!

for half the price of those and a mere 100g more, I would seriously consider shimano rs0100
