Suggestions for cycle to work

Afternoon all,
My brother recently ordered a Vitus Nucleus 275 VRS from chain reaction cycles on my recommendation (through cycle to work scheme) they've just let him down and told him its going to be another 4-6 weeks for until its in stock.
The bike was on for £520, he doesn't really want to spend anymore than that, he also doesn't want to wait 6 weeks for his bike. The spec is below, can anyone recommend anything similarly spec'd for similar money?
2nd hand isn't an option as it needs to be through the cycle to work scheme.

There are a number of cycle to work schemes. Can he use Halfords? Or where?I don't do smileys.
