Guess I'm a bit lucky - I occasionally do some tailoring/dressmaking (it's what comes when your daughter enters high level ice skating exams!).
Had some stretch lycra left over, and a spare zip, so made this...

Fits in my jersey pocket snugly - I suppose I could put the 'emergency' lights actually on the bike, but they're just cheap and nasty 'get me homes'!

As to pump, Blackburn Airstick is a good one, but no mini pump really does full pressure. I have the Airstick, light tube, multitool, topeak chain tool, three way park spoke wrench, couple of quick links and a tenner in a wee duck cotton bag that came with my gloves (Galibier Ginnetaccio, great gloves) . Sits in a jersey pocket nicely, and covers all eventualities.0
