Handlebar Question

So I'm fairly new to cycling (only been riding for about a month and really just for fitness purposes), but anyway I happened to go into a local used sporting goods store near me and saw this bike and am kinda confused by the handlebars what it's with the horizontal sections on the drops going back toward the bike. What is with these handlebars, do they serve some purpose, are they something irregular or just something seen in a different style of bike?

Scott something or others (or based on anyway). Popular for a while in the late eighties/early nineties. Gash idea and they look shite. Nice bike though.0

Scott Drop-ins. Favoured by Greg Lemond and now mostly sought-after by people on Retrobike building Lemond team replicas. Give you a very aero, but UCI-legal position. Apparently not the stiffest things ever made, however. Will be worth money to the right nostalgia nut.0

Thanks for the answers, I was really wondering about it when I saw it and had trouble finding anything online with just a physical description. 964Cup I wish you hadn't told me it could be worth money to the right person, now I almost want to go back to the store and find out how much they're asking for the bike and buy it just for the sake of reselling lol.0

I'd buy it as it's a retro cool 'Dale, slams some deep rims and normal bars and retro mod it.
Sell those weird bars and the wheels to offset costs. Cool bike for next to nothing.

Retro bars. Useful to anyone with a retro project. I had some circa 1988.
They will always be a talking point if you buy the bike. Great ice breaker if you meet other cyclists when you are out riding.
