When the wind blows and the race is split into echelons then fighting for position is going to happen, and pushing and leaning are part and parcel of that. It's what I think you would term as a 'racing incident'. But to then punch or elbow someone is crossing the line and is unacceptable, hence why Grivko was, rightly, disqualified.
