Seized SRAM Apez rear brake

I was fettling my bike including new brake cables when I found that the rear brake wasn't returning well.
I took it off and attempted to clean and free it using freeing oil, degreaser, GT85 etc. None seemed to have the desired effect.
Can the brake be dismantled? Or any suggestions on freeing it up.

    Unfortunately the Apex callipers are not constructed in the same way.

    There is a torque bolt on one pivot and an allen bolt on the other but neither would shift.

    However some oil and lots of manipulation seems to have it functioning again. Probably due for replacement but it should last a while longer.
