The usual 23c trainer should suffice in almost every case. If you're using a wheel too wide for 23c then just get the smoothest possible tyre (to reduce noise) in the size you need that fits your budget. Or an old tyre you have lying around. Either will do the job.

My rim is 24mm width / 21mm depth and 19mm internal. Would a 23c fit?
