31.8mm vs 35mm

Hi guys, here we go with a total noob question: What there numbers (31.8mm/35mm) mean on handlebar? Are they bar end diameter, or bar center (which goes to stem) diameter?

And I also want to know what are the pros/cons of 31.8/35 bars and stems

its the centre of the bar - there really is no pro to going 35mm

Thanks for reply. Just saw 35mm is mostly using in carbon bars and I'm poor guy so I will go for 31.8 AL bar

you'll find both carbon and alu in 35mm diameter

Plenty of carbon in 31.8mm, or even 25.4mm (as on my commuter)...not sure where you are looking or for what sort of riding!
