RST Gila Plus Locked issue

Probably posted some where on here before but cba to look.

Mates front suspension forks are locked and will not return to suspension mode(?). The red dial on the top of the right shock clicks twice in both directions but with no effect.

Any ideas?

Do they even have lockout? Pretty rubbish when new, chances are they are just rusted up and junk now.
