Hi, is it normal to cut the mudguard if it's kinda tight under the fork bridge, been using 35mm but have michelin 25s and are rubbing on the sides of the mudguard.

The issue is generally Michelin 25's normally inflate to at least 27 and possibly more depending on the rim width.

I can vouch for that. Michelin's sit large on the rim. So much so, My 27mm Vittoria replacements of 25mm Michelin's, sit smaller.
I have a similar problem on the winter bike. I have to ride 23mm's on the front as anything bigger scrapes on the metal clip that goes under the fork. (STS Raceblades).

Cheers guys. I'm thinking of getting a pair of those H plus on rims 23mm, so I'm guessing a 28mm tyre would be more like a 25 on a standard rim and not have that lightbulb shape.

I cut the front mudguard down on my tourer which has a fairly narrow Cinelli fork crown. A half moon shaped cut either side gives the clearance I need.
