I've ridden a few times in the Algarve but almost all to the East of Portimao and haven't been for 15 years. Bearing this in mind my experience has been; the best riding is inland North of the N125 (& now also A22). Many of these roads are very quiet and really well surfaced. On others there are section where they have tarmacked over cobbles and some of this has come off.
One ride that would be worth doing is Monchique, the mountain top past the village of the same name. Altitude is only 900 m but you do start at sea level.

I have cycled on the N125 to get East/West to access different inland areas as it is fast rolling road with a hard shoulder use by carts and tractors. It's a lot better to the East of Portimao and the last time I went you couldn't ride over the bridge into Portimao you had to go down into the centre of town and cross a smaller bridge. By the way the road is also known as the road of death. But I didn't witness any bad incidents and plenty of companies do cycle holidays to the area

Here's a discussion on here about the same topic.

this route I did in 2008 and it was a good ride. I would prefer a bike with 28 or 32 mm tyres so the unsurfaced roads could also be explored
this is what it's like half way up
