Constant broken spokes

The wheel was built with inadequate tension in the spokes - because of this, the spokes were subject to expansion and compression when ridden, and are now suffering from metal fatigue - there's no point replacing individual spokes at this point - either take the wheel to a wheelbuilder and get it rebuilt with new spokes, or buy a new wheel.0

The wheel may have been properly tensioned but not properly stress relieved. Or spoke tension may vary alot. Or the wheel just is not stiff enough for the rider weight and the loads placed on it therefore spoke slacken off and that leads to fatigue.
OP you need a wheel rebuild by someone who knows what they are doing or a set new set of wheels. The course of action is contact a wheel builder that knows what they are doing.
