28mm that really ARE 28mm (or 32...)?

I just got a pair of Continental Grand Prix 4 Seasons and those are the same width as the Continental Grand Pris 4000 II 25mm that I already have!! (rims are Mavic Aksium 2016/17mm internal width) I´m looking for wider tyres thats suitable for some light gravel riding aswell as road and figured that these would do the job since they have better puncture protection...and 28mm offers some more cushioning...but now it seems like one of those arguments is gone...so wich tyre is there that tryly is 28mm ?? I figured that I could instead get the 4 seasons in 32mm, but how wide is that one in reality??..aarrggghhhh...
