Buying a new bike...... need help

Hi there
I am about to buy a bike when i realised something... there is a hole drilled into the frame so that an
internally routed dropper post could be run, i think it was DIY project done by previous owner, its on the seat tube...
Does it compromise the structural integrity of the bike and is it a no go?

It's definitely not an original hole. Seems odd considering the bike pedals like crap. Not really a bike to fit a dropper post.
