'more than' 17 degree stem, cheap?

I need to lower the bar on a mate's Specialized (daft long headtube...)
He already runs a -17 deg stem, with it slammed.
I need a -25 or more stem, on a budget (31.8mm)
Any ideas?
The only ones I've seen are this one:

which is more than he wanted to spend, but a good stem otherwise.

Note that the clamp (stack) height on this one is 50mm, which was too tall for my already-slammed stem, as I'd trimmed the steerer to the max, with no top spacer. Check this on your mate's bike.0 -
