Leaders Jerseys at the Vuelta

I always thought that the jerseys that the leader couldn't wear went to the next in line, so bearing in mind Sky topped the 1st 5 places and in theory the other "standing" places why weren't they wearing all the other jerseys.
I'm sure one of the Movistar riders was wearing Green, who had the other jerseys that Kennaugh couldn't wear and why?

    I'd assume that for purposes of issuing jerseys after a TTT, only first man over line from each team was considered. After today's road stage, victor Meersman gets genuine award of green and Kwiat now wears red by virtue of contesting the sprint and thus beating PK on countback.

    Yeah but Kennaugh had them all so they should have gone to his Sky team mates surely, not to movistar!
