Is there much actual difference, in terms of security, between an ~18 year old Squire Paramount and a current model Kryptonite Evolution Series 4?

I have both. I've had the former for years, but I've just bought the latter because its an insurance requirement. They don't seem that different tbh. The newer one is slightly thicker, and uses a different style of key, but I'm not sure if there is any real difference as far as security goes.

is the key on the old one, one of those circular keys ? .. if so, they can be easily opened by wedging a soft material into the lock and turning .. ie a bic biro

    No, it's a flat key.

That's one of the reasons why I bought it in the first place. The round key thing was doing the rounds even then.
