Proper disc wheel vs disc cover

There are plenty of hardened TT riders on hete who own carbon disc wheels. Is there much performance difference between a dedicated carbon disc wheel and a cover put on a deep section wheel?
Im sure a top of the range Zipp would outperform a few hundred quid clincher with a disc cover but the wheel I would use would be a Zipp 404 Firecrest which I would suggest is of decent enough quality in itself.
How much extra performance would I get out of a dedicated disc over the cheaper option of a cover on the 404?
