Headset spacers sizes

Is there any issue with using spacers for a 1 1/8 inch headset on a 1 inch headset? Need some urgently but can only find the larger size locally. Thanks.

    The main issue is they won't fit properly, as the i/d will be too big for the steerer tube.

    They straight up would not work to my understanding.
