Di2 rear derailleur issue

Hello everyone,
I have just got a brand new bike which came pre installed with Ultegra 6870 11 speed di2 and 11-25 cassette.
The problem is that the rear derailleur will not shift into the 11t sprocket no matter how much I adjust the limit screws. It will only go into the 11t sprocket if I enter adjustment mode and move the derailleur all the way outboard (to the 16th micro adjustment click). However it then skips through other gears after this. Also the rear derailleur always wants to shift into the spokes when engaging the 25t.
I think the issue may be with the derailleur hangar. I have attached a photo which shows that there is a gap of approx 5mm between the derailleur hangar and the frame. Others bikes I have seems to have the derailleur flush with the frame. I have checked and all screws are in correctly on the derailleur hangar.
This gap seems to allow the derailleur flex inwards. The derailleur itself does not appear bent, but the fact there is a gap, this allows flex inwards.
Any opinions?
Thanks

99% sure i know your problem.
Its indexed one gear too high. Go to the middle of the block and then go in set up mode. Trim it all the way to the right so it hops into the next gear. Trim that gear and then you will find it will go all the way up and all the way down. Then just check your limit screws. Mine was like this when it came back from a shop who know nothing about di2. Im sure thats your issue wont be the hanger etc.0 -

No but i think its trimmed all the way to the right "in the 11th gear" even though its in the tenth sprocket. I think its needs all moving over one to the right. So if you get it back to the middle of the block and start over im sure that will it. Hard to explain but sounds to me its set up too far over and all needs movi accross one. Any good shop will sort it out in two mins0
