Is Shimano R-540 Enough for Beginners?

Hi everybody!
I'm about to buy my first road bike and I'm thinking about whether I should start with clipless pedal or not. And there is a model I'm thinking about buying: Shimano R-540. The biggest factor to make me want to buy this pedal set is it's price. R-540 is really cheap and it sounds trustworthy due to Shimano. I will probably buy a better pair of pedals in the future but how are your thoughts on R-540? Is it good for beginners? Or is there anything else that you can recommend on this price-tag?
Thank you for your help in advance.

they are the pedals I have always used and they are fine if you ask me.

I'd shop around though, somewhere usually has them for £21 or less.
