Headset compression plug/top cap clicking

I have this annoying clicking coming from the headset. I've managed to pin point it to the headset compression plug/top cap.

When putting pressure on the bars If I remove the top cap and ride for a bit, the clicking completely goes away.

    I would have to say that it can't be the "compression/top cap" as this doesn't (or shouldn't) actually do anything useful once the stem is tightened. Sounds more like the steerer is slipping a smidge and loosening the headset bearings.

    If stem/steerer are flexing slightly this could cause this. Try putting smear of grease under the topcap where it sits on the stem or top spacer?
