Mudguard mounting -washers etc

I've got a btwin triban 540 and a set of tortec reflective full length mudguards that ive "enjoying" fitting :twisted:
The mudguards didn't come with any washers with it.
The front mudguard keeps coming loose at all mounts, and taking the brakes with it :!: trying to work out the correct washer arrangement at the mounting points.
Is there a recommended type, and order for these things? I'm thinking I need to add some shakeproof washers in somewhere.

Intent on Cycling Commuting on a budget, but keep on breaking/crashing/finding nice stuff to buy.

a bit of loctite on the bolt threads might be enough to keep things in place0

As above Loctite blue or shake proof washers, though you may need longer allen screws depending on what type of shake proof washers you use.0

yes, spring or serrated washers should help it stay together, alternatively some loctite etc on the threads0
