I need various bits and bobs to re-build my winter bike after nicking a few bits to complete a CX build. All of my road bikes are now 10 speed, either 105 or Ultegra, or a mix of both. Getting the bits I need (even second hand) won't be far short of a price many online places are charging for a complete 4700 group, so I am thinking of treating my winter bike to that. However, are the pull ratios the same now, (I know they were different on the 4600)?

No. The 4700 pull ratio's are the same as 11 speed (but with 10spd spacing). So you can use a 5800 RD on 4700 (or vice versa) for example.

The 10 speed cog spacing remains the same so only cassettes are interchangeable.

4600,5700,6700,7900 components will not work with 4700.

Ok, thanks for the info, I'll start looking for 2nd hand 105 / ulregra components.
