I do this, but for cycling I wear my base layer under my bibs and tucked into wicking underpants.
You wear underpants when cycling??

These might be useful for when I am older 8)

I wear most things tucked into my Y-Fronts - vest, shirt, jumper, scarf, ties, overcoat and even arms! I tend to pull them up quite high - about halfway between my navel and nipples so they are quite visible above the waistband of my shorts. I think it makes me more "aero" on the bike and people tend to give me ample room

    Sometimes. Maybe. Possibly.

although I wear mine next to my skin, under the braces of my bib shorts. I find an issue with this when I have to stop for one ( or many ) mid ride pee's. I find the base layer has a tendency rise up due to one having to bend over to pee and it a bit of a bu**er to get tucked back in. Especially when wearing gloves.

    Take the gloves off :)

Base layer tucked in yes, however the I do find the bit you tuck in at the front can get in the way of Mr little and can cause some chaffing...however the Wyndymilla base layers are quite short and don't get in the way (probably cause people who can afford/wear WM gear are well endowed).

When ones bib shorts come quite high ones torso and one is not hung like a donkey. Bending over slightly tends avoid pi**ing down the front of your shorts.

I can accept that tucking a base layer into your shorts might keep draughts out and help keep you warm. I can accept that it makes bio breaks easier as you don't have to undress as far. I don't accept this argument that wearing it outside the shorts is going to prevent wicking sweat away. For a baselayer to work it has to be close fitting. Your shorts don't cover much of the torso, only the braces and some of the back. If your baselayer fits closely it's going to be next to your skin anyway.

I also don't buy any of this nonsense about baselayers keeping you cool in summer by wicking sweat away. The purpose of sweating is that it evaporates from the surface of the skin and takes heat away as it does so. Wicking it off the skin will prevent that happening and you will be warmer. A baslayer is to keep you warm in cold weather partly from insulation and in that case by wicking sweat away so you don't have cold sweat over you.

I might try it under the shorts again in winter but I don't like the way it bunches up around the waist and I never get nipple chaffing or draughts because I wear a jacket.

Finally, underpants are always under the trousers and shirts, tee-shirts, jumpers, vests are never tucked in to underpants.

I've been of the same opinion of the OP for a while then someone mentioned nipple chaffing, it's not been an issue for me but I though sod it and gave it a go.
    .

nipple chaf(f)ing, simple wear a sports bra then the base layer

Have you not been paying attention? The clue is in the name base layer, so it's bra over base layer. I think that's right anyway.

"Base layer" is just a sporty way of saying "vest".
Castelli vest just doesn't have the same appeal does it?
The above may be fact, or fiction, I may be serious, I may be jesting.
I am not sure. You have no chance.

Maybe you could try a smaller size as mine doesn't do this.
It's supposed to be tight fitting - please refer to someone snapping a candid picture of me wearing mine ^^^
