Ok so I removed my rear wheel for cleaning, however when I tried returning the wheel it was really hard the derailleuer compressed and now when I return the wheel the jockey wheel hits the cassette lowest gear? I'm really baffled by this because I removed wheel earlier and no issues? derailuer is SRAM X0

sounds like you may have not routed the chain correctly?

It's like the derallieur just compressed into a ball and I cant put the chain around it because it's too close to the cassette
Derailleur is SRAM X0 Type 2 mech
this is the derailleur before http://prntscr.com/bb1avv

    Brilliant photography ;-)

I take it you've tried pressing the lower jockey wheel down / forwards, and the main body of the mech down and rear-wards (think I've got that right)?

Is the chain currently on the bike or is it removed?

Put the chain on, goes through a cycle then jacks up into the cassette again, when I pull the derailleur down manually it works but I have to hold it down, when I let go it goes back into the cassette. I cant get the derailleur to go down, I know bad quality pics GoPro are crap at closeups http://prntscr.com/bb2yq6, hopefully this will help? https://sendvid.com/y3igzemj

Is the B-screw touching the retainer on the mech hanger as it should, is it adjusted properly? If it was OK before you took the wheel out the strong indication is you messed something up I would suggest.

But why did you have to adjust the b-screw?
Simply removing and refitting the rear wheel shouldn't have any effect on the b-screw.
