Petition to introduce safer overtaking.

Had this link emailed to me and I was wondering if anyone has seen this.

I have signed, not because I believe it is the answer to bad driving, but it would enable drivers who pass dangerously close/ turn left across you etc, to be prosecuted without having to cause an actual collision, or having to prove dangerous driving.
It could be like being prosecuted for driving in the bus lane - A pain in the backside , but you think twice before doing it again.
Unlikely to become law, but If the e-petition is poorly supported - then politicians will believe all is rosy so far as cyclists using the roads is concerned.
