Front Derailleur Problems

Posting for a buddy:

A buddy is having problems shifting between front rings. If he's starting on the big ring he can shift down to smaller rings but not the other way around. Was wondering if anyone has had this problem and any suggestions you may have?

    First thing to check is that the limiter screw is allowing the derailleur cage to come across enough.

    Second, if it's a band-on type, make sure the cage is parallel to the chain rings and it's at the right height (bottom edge of outside of cage should be about 1.5mm above tip of teeth on large ring when it's directly over them).
