Hi.

What is better for tall man (199cm) - higher (standover) but shorter (reach and top tube) frame or lower but longer frame?

Bike is MTB hardtrail

Depends whether you are normal proportions, longer in the leg or longer in the torso doesn't it.

If (like me) you have shorter legs than is normal for your height, you need a longer (and therefor generally 'bigger' frame) to give the right length, you then accept the loss of Standover for a bike that fits you.
Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
