Tight Headset

I'm trying to get a headset to fit an old frame i have. I've tried two different types but i can't thread the nuts on as they are too tight and I'm worried i'm going to strip the thread. Each time I've bought 1" with standard thread. Any ideas or is it a LBS job?

if you can post details of the frame, manufacturer etc. picture of the headset, it'd be useful, as it is there's not much to go on
