Fox float question

I've 2008 float 32 rlc's 140mm travel & have always been unable to achieve much more than 120mm travel unless I run >35% sag in which case it blows through the initial travel. Just wondering when rebuilding the fork should the lower leg nuts (those with the crush washers) be fitted with the fork extended or compressed as this will affect the volume of air in the damping side leg and therefore the effective spring rate?

    Makes no difference, the dust seal won't hold pressure in the lower leg.
    Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.
