can anyone advise me which 28mm tyres actually measure 28mm

    Not really, because a lot will depend on your rim width.

    This is true. To simply measure the tyre, you need to flatten the tyre and measure from bead to bead across the entire width, for fitted sizes - it depends on the rim width. FYI, here is some info on fitted tyre widths for one wheel manufacturer - hunt bike wheels in the UK.

    Can only say Hutchinson Sector 28's come up at 26.5mm on Archetypes.

    Sectors measure 28.0 on Easton EA90RT wheels which have an internal rim width of 17.5mm and external rim width of 22mm.

    I have 28 four seasons and 25 GP 4000s both are 28 mm on my 23mm rims!

    Michelin Pro 4 Endurance (25mm) come up at 27.5mm on Shimano R500 rims.
