Not really, because a lot will depend on your rim width.0 -

This is true. To simply measure the tyre, you need to flatten the tyre and measure from bead to bead across the entire width, for fitted sizes - it depends on the rim width. FYI, here is some info on fitted tyre widths for one wheel manufacturer - hunt bike wheels in the UK.

Can only say Hutchinson Sector 28's come up at 26.5mm on Archetypes.Ridley Helium SL (Dura-Ace/Wheelsmith Aero-dimpled 45 wheels)

I have 28 four seasons and 25 GP 4000s both are 28 mm on my 23mm rims!0
