Tiagra shifter v 105

My recently converted flat bar to drop bar bike has a Tiagra 4600 right hand sti (left hand side is a dummy 105, see my other threads for reason). The Tiagra works fine, although when on the hoods it takes a lot of effort to apply the brakes. I assumed this was normal until I tried a bike with 105 shifters, and found the lightest of touches was enough to engage the brakes.
Is this an expected difference between tiagra and 105, or does it suggest my shifter / set up needs some work? The tiagra shifter was bought used from eBay, I should add.

Just a thought, as I have one lever pulling both brakes via a cable doubler, this could account for the high level of force required to pull the lever from the hoods?0
