Shimano Mt15 29er I'm stuck!

Hi, hoping someone can help me I'm a bit stuck.
Bought a set of shimano mt15 29er wheels from a guy on pinkbikes.
Was advertised as 15mm but converted to qr. On arrival the front was grinding like hell.
Bearings were not in place properly and on removal I found 23 very small bearings split over both sides. 5/32 size I think.
Looked at tech docs and see it's 3/16 on front. 11 per side. Tried and still not working right bearings constantly unseat from their place on tightening up the cones (finger tight)
Also the hole without any axle is only about 13.. Max so how could it have been 15mm axle?
Any ideas? I've serviced a couple of hubs before but totally stuck on this!

Not aware of shimano doing any convertible hubs for that wheel set.
They do either or hubs but not both."Do not follow where the path may lead, Go instead where there is no path, and Leave a Trail."

Or not misinformed and the 'conversion' is a crock......
You say the bearings 'unseat' but where do they go?Currently riding a Whyte T130C, X0 drivetrain, Magura Trail brakes converted to mixed wheel size (homebuilt wheels) with 140mm Fox 34 Rhythm and RP23 suspension. 12.2Kg.0 -

Managed to get them to stay in.
Seller says he knocked out the cups to make room for low profile sealed bearings to run a 15mm axle....…! They are there now but didn't know this was even possible!?
Not seeing this documented anywhere as a legit process and would explain why things aren't fitting together properly!
Hopefully either he or PayPal will provide a partial refund and I'll get a new hub fitted when this on eats itself.

Those 'cups' are bearing races. So that's one fubared set of wheels.
