Campagnolo Record 2015 rear mech issue

The lower jockey wheel doesn't mesh with the chain correctly because the chain is not running centrally through the jockey cage. Very noticeable clicking noise on two smallest cogs as the jockey tooth hits the top of the side plate every other rivet. Brand new build never been ridden. Mech hanger is aligned. Any ideas? Ive fitted two others with out any issue.
