I need a tabbed or hooked washer to keep an axle in a dropout

As per the title, I've a two wheeled trailer which is quite poorly made, the dropouts are badly spaced plates the QR axle slots into vertically. There's a hole just above the dropout. A washer on the axle has a small hook on the edge that fits into the hole in the dropout, so the axle cant fall out vertically.
Have I described it well enough?
I'm a washer down so one of the wheels is in the habit of falling out. I can't find one on the usual searchers.
Any ideas?
